Actually, that is known as "near VHS quality" rather than " near broadcast
quality".  Tha cable industry appears to have a goal, for compressed video,
to be as good as the VHS tape you would rent at your nearby video rental
store.  In my terms, that's an even lower quality than VHS itself, because
most rental tapes are well-worn.
