SEN. HOLLINGS INTRODUCES A NEW SUBSTITUTE S.4
Modification of Amendment Authorized by Commerce Committee

Washington, DC Sen. Hollings has introduced Mar 7, 1994, a modification of
the amendment in the nature of a substitute to S.4, reported by the
Commerce Committee earlier.  The new bill, also in the nature of a
substitute, includes significant changes to title VI, cites as the 
"Information Technology Applications Act of 1994."  Applications programs 
are now included for: education and libraries, manufacturing and 
information, energy and other areas, health care, and access to 
networks.  In addition, the National Research and Education Network 
Program was somewhat reconfigured, and now includes the following components:
  (1) Research and development of software and hardware for 
high-performance computing and high-speed networks.
  (2) Support of experimental test bed networks for--
  (A) developing and demonstrating advanced networking technologies 
resulting from the activities described in paragraph (1), and
  (B) providing connections and associated network services for purposes 
consistent with this Act.
  (3) Provision of support for researchers, educators, students, 
libraries, and other appropriate institutions in order to ensure their 
access and use of networks,
  (4) Federal networks for linking Federal agency facilities and 
personnel to each other and to non-Federal networks.
