The Columbia Institute for Tele-Information (CITI) at Columbia 
University was putting together a book about Telecommunications in Asia, 
with chapters covering the region on a country by country basis.  Each 
chapter was being written by local experts.  I don't know whether this 
has gone to press yet, but you might send a query to the CITI's director, 
Eli Noam: enoam@research.gsb.columbia.edu.
