CCTV is intervening in Vermont Public Service Board Procedeeding,
No. 5700, regarding the investigation of proposed Vermont price
regulation plan and proposed interim incentive regulation plan of
NYNEX, Vt.
We have submitted testimony on the following subject: ... that
universal service on a digital public switched network should be
preserved by several means. Barriers to connection and access to
essential information services should be reduced. Basic services
should be defined to include a minimum amount of voice and data
communication. Public telecommunications facilities should be
available to provide access to voice, data and video services not
available to residential customers. These services would be
funded by a universal service fund including contributions from
all Vermont carriers. Regular reporting of NYNEC performance in
several categories should be required. Finally, capacity on the
upgraded NYNEX system should be available for public use.
If you would like a copy of the full testimony (25 pages)
please let me know. Our proposals for funding public
telecommunications facilities with the universal service fund
is worth further discussion.
