My first question is very basic: how is information defined in National
Information Infrastructure and how is differentiated from entertainment,
or is it?

A second question is: how can we assure that that the technology
(which one would assume is content neutral) be accessible to a
variety of groups representing a wide spectrum of ideas and concerns
without regulating content or developing de facto censorship?
