Of course we should all be taking great pains to point out that just 
such a global network is already in place - its called the Internet.  
The challenge now is to expand the Internet - both toward universal 
service and in terms of capacity and content.  We have to be really 
careful of high visibility statements that give the impression that 
we don't yet have a global network infrastructure, and by implication 
we have to turn industry loose to build it from scratch.

Lets hear a rousing chorus of "I want my In-ter-net" - to the tune of 
"I want my MTV."
