Martin misspoke when he said that capacity will be "limitless" and
that there will be no bottlenecks or capacity limitations in the system.
The system that are being built do have capacity limitations. There can
be "build outs", but this will cost $$$$. Access to a Video Dialtone
system will cost $$$$. It will not be free. The prices for access to
the Video Dialtone networks will be a problem for many programers, who
cannot afford the $$$$.
Special rates for non-commerical services will make it cheaper
for non-commercial information providers to deliver the goods. It is
a way that a society can support non-commerical services, without
requiring someone to beg for a check from a government agency (or
legislature).
This isn't to say the direct funding for non-commeical services
isn't a good idea -- it is. Low (or free) tariffs and funding for
production are really two parts of this.
