Actually, "we" _do_ screen the content of the users of the non profit
postal rate. Happens all the time; nonprofits must regularly wrangle
with postal inspectors, sometimes in dozens of different regions, for a
single mailing. You'd be surprised how complex things can get when local
postmasters challenge a mailing, for various reasons.
And also, "we" have gotten rid of the nonprofit postal discount. It
was voted out this past autumn and the phase-out will be complete by
1997.
And also, I must say there's no particular reason to draw the line of
nonprofit legitimacy at those who have an IRS 501(c)(3) designation.
That is simply a category for taxation/legal purposes. Many other
nonprofits are great for society, and many 501(c)(3)s are harmful. Your
own judgement is much better for this purpose than that of the IRS.
