My reading is that the VP and his policy people are obliged to tread
the line between public service and industrial imperatives carefully
at this stage of the game. Lots of people are disappointed in Gore's
apparent aversion to taking the lead in defining the formula that will
provide universal digital access. I think that will be a job for
people and organizations at the grass roots to make the case to
their regulatory agencies. It seems to me Gore et al are helping from
the federal level by creating the TIIAP program which in turn will
help make the case at the local level.
