Speaking as a non-profit carrier, the organization that provides WIDnet,
I can attest to the need for non-profits to obtain far more than funds
to cover the costs of network access.  A heck of a lot of staff time is
involved in providing information, keeping it up to date, and responding
to the needs and expectations of users.  And non-profits are not sitting
on lots of extra funds that are just waiting for new projects...
