Draft Preliminary Findings
Recommendations
- Recognizing that panelists, in large measure, could not arrive at a
consensus on the need for, or the language contained in, a generalized
formulation, we recommend that no further efforts be directed toward such a
goal.
- Inasmuch as panelists agreed that there are a large number of issues
that need to be considered, that strongly held positions characterize many of
these issues and that people on both sides do not know, or appreciate, the
positions held by the other side, it became clear that a "guidebook" including
a comprehensive checklist of items, issues, positions and business logics would
be a useful reference to consult before engaging in negotiations or contract
talks. We recommend therefore that a project be initiated to outline and
publish such a "guidebook" for the industry.
- We recommend that if further consideration is given to the establishment
of Rights Holders and Rights Brokering Organizations, that the Coalition not
play a role in their development, largely because it appears that these
organizations would require defense of the interests of the groups represented.
The Coalition for Networked Information's charter is to integrate the needs of
various groups within the industry.
