3) The campus lags regional & national peers in having an IT infrastructure in place, and then, naturally, in usage of IT, especially academically. Despite that there are some very good departments & some quite innovative faculty members.

4) The institutional image does not match the existing quality, thus there is a real desire to increase the image and regional stature of The U of M.

5) There is increasing competition for students and faculty in general, and we have some unique tuition problems, as well, with competitors in bordering states.

6) There is a great institutional need for decision-making information. Current administrative system is COBOL flat-file with no good data access tools available. It is heavily modified so that it takes an extraordinary effort for maintenance. System management is functional-unit based so there have been few cross-functional optimization efforts.
