The UK Electronic Libraries Programme (eLib) demonstrated the feasibility of creating a community trusted by publishers and others to manage rights issues. HERON has been established to take this work forward and to provide a service for all UK Higher Ed
There will be a resource bank of copyright-cleared materials available for use. HERON, a partnership of HE institutions and Blackwellís, will manage this and provide fair returns to rightsholders.
It will provide benefits for students, HE, publishers, authors and bookstores
